Mattel usually puts out two versions of their movie dolls: one with lights and sounds and then one vanilla version at a cheaper price. This is the less expensive doll: she doesn't light up and the quality of the dress is not as good as the fancier version.
This Blair dolls looks better in the front than the back once you debox her, you see that the details don't go all the way to the back of the dress. Since she's targeted at younger girls, they probably wouldn't care anyway.
However, most girls saw the TV commercial (and movie) with the light up dress and will probably want that one rather than this cheap and plain version. Keep that in mind if your child asked for a Blair doll or she may be disappointed that it doesn't light up/make sound like the commercial/her friends' dolls.
Note that the companion dolls (Hadley and Delancey), although of better quality than this particular vanilla doll, do not light up either.
